CDA: Quarter of all new homes for starters

The CDA wants 250,000 affordable owner-occupied homes to be built for starters in the housing market in the next ten years. One in four new-build houses must be intended for that category of home seekers, the party writes in its election program.

The prices of the houses must not exceed about three tons. In addition, a starter loan of 50,000 euros should make it easier to get a mortgage. This requires a lower mortgage.

The houses are intended for starters up to the age of 35. They are obliged to live in the house themselves and are not allowed to sell the house at a profit for the first five years. Nowadays, young people often do not get a job due to the sky-high house prices in many cities and the problems obtaining a mortgage.

Premium-A

The idea is derived from the former premium A owner-occupied homes. Buyers then received a subsidy that depended on their income. To this end, the income was tested every two years and the subsidy was adjusted.

The contribution of 50,000 euros that the CDA now wants to provide to starters is not a subsidy, but a loan on very favorable terms. That amount does not have to be paid back until later if the buyer earns enough. For this purpose, the income is tested every two years, just as with the former premium A owner-occupied homes.

Maximum price

The CDA wants to maintain the limit for the National Mortgage Guarantee as the maximum price for social housing. It now amounts to 310,000 euros. It is still being examined whether a lower limit can be used for areas where the pressure on the housing market is less great.

The plan must be included in a National Housing Plan and implemented by a Minister of Housing. Municipalities that can now determine what kind of homes will be placed in which place, will then have to give up power. They are therefore obliged to realize a quarter of all new-build homes in the social housing sector.

Landlord levy

The National Housing Plan, which CDA MP Julius Terpstra recently announced, must also include the disappearance of the landlord levy for housing corporations. The corporations will then have much more financial scope for the construction of affordable rental homes. If it is up to the CDA, they may also build and rent mid-rental homes with a rent of up to approximately 1000 euros per month.

The CDA election program will be presented this afternoon.
